                                                                                            During 2015–2016, CEDD conducted
                                                                                            feasibility studies for the supporting
                                                                                            infrastructure for the site and concluded that
                                                                                            the sites were technically feasible. In 2017,
                             Site B                                                         CEDD started the site investigation and
                                                                                            design for supporting infrastructure for the
                                                                                            site. The studies are still ongoing at present.










                                                      Site A









                       Two doubts were raised after assessing the timeline. First, it was questionable why site A was not developed
                       earlier. As site A was already rezoned to residential use before 2011, it is inferable that the rezoning application
                       of site B was the primary consideration. As the public housing shortage was becoming severe, it is logical to
                       deduce that site A should have been developed as the sites were not geographically linked together. The case
                       articulated the complexity between balancing the need of comprehensive planning and housing production.
