A key procedure for developing the site
is to clear and resume the part of the
land that was privately owned. Indeed, it
is understood that the conclusion of the
rezoning exercise already established
the purpose of public use for the site, so
the process of land clearance and land
resumption could have been started since
January 2017. However, the site has not
started such a process yet and there is no
public timeline for doing so still.
Our primary concern on the site is why the preparatory process and the actual process of land clearance
and resumption were not started earlier, ideally immediately after the rezoning process was concluded. As
land resumption and clearance process involves pre-clearance survey, compensation and/or rehousing
arrangements for affected household and affected brownfield operations and ex-gratia allowances for land
owners, the process may be lengthy and difficult. In this context, it is better to start the process early rather than late.
